Writing docbook docs with emacs, I tried the OOo way few months ago.
Unfortunately, XSL stylesheets do not handle so much of the docbooks
tags. In fact, only few of the block tags are supported (headings,
lists...). I couldn't use any of the mediaobjects (images..) or verbatim
blocks (for listings, conf files...). At least, XML produced by OOo was
not really docbook compliant and it was not easy to automatically insert
it in an preexisting docbook document.

But anyway I think Docbook is a good choice for a collaborative
documentation. And you can use the OOo XSL stylesheets to integrate user
contributions in OOo format and migrate them to the docbook DTD.
