By default style.css is not a static file installed but the output of one of wwsympa.fcgi action. You should try to fetch http://my.server.org/sympa/css/style.css (assuming that http://my.server.org/sympa is the "root URL" for your sympa fastcgi server). Then your browser must show you the css source code.

You should also verify that the main Sympa home page include a correct reference to http://my.server.org/sympa/css/style.css (view page source).

I then found ~sympa/bin/etc/web_tt2/css.tt2, copied it manually to this
directory, edited it to remove the TT2 commands, and now it loads
properly and the interface is partly stylized. The formatting is fine,
but the colors are still all missing -- the entire page is white except
for the black text. The color table on the CSS admin page shows many
non-white colors; for instance, colors 0-4 are different shades of gray,
colors 6, 8, 9, 11 are different shades of blue, etc. Why do they not
show up in the layout?

Maybe this is the kind of stuff that just doesn't get worked out in the
beta version.

No it should work properly from the very first version including CSS. "sympa admin" feature to install static home page use the same method as for creating dynamic css but not using STDOUT. If some problem occurs while using dynamic cgi CSS creation, theses troubles will also occurs while creating a static CSS page. Static CSS page is an important optimization but it does not change the layout of Sympa.
