It's not done now because of the complexities of adding text to an
already-formatted HTML document, the formatting of which you don't know
-- eg. are there nested tables, are the fonts or colors weird, are there
unclosed formatting tags? It seems to me you could do it with some
basic assumptions and have it work 90+% of the time, and it might be
worth it, but I'm not sure.

Do a "man patch" (on Unix). Or you can just visually inspect the diff,
which specifies changed lines, removed lines, and added lines between
the old file and the new file, marked by different symbols at the start
of each line. Looking at the current file on your system, it should be
pretty easy to see what's what, and just manually copy in the new and
changed lines, of which there are very few. Then restart Sympa.
