In the RFC 822 era, the Message-ID was optional field. RFC 2822
specified that messages SHOULD have this field.

It is unlikely that many applications from the last century still
survive, but it is possible that certain network equipments have
not yet been updated, and it is difficult to fix them.

I think The function to complement Message-ID field is intended
to be used with MTAs in front of such devices so that their output
will be "fixed".
