Yes. The list I'm having the problem with is on a virtual host.
There is no other include.send.header file anywhere beneath ~sympa. In
fact, there are no other scenarios defined for any virtual host.
I wanted the spam blocking to apply to all lists, so I put it in
~sympa/etc/scenari.

What I suspect is that the file is not being included, and the default
behavior for this list is being applied.

I have now copied ~sympa/bin/etc/scenari/send.editorkeyonly to
~sympa/etc/scenari/send.editorkeyonly, and modified it to include the
spam matching line.
That works, and spam is silently discarded.

I'm not sure why the include.send.header file was not found and
included. That would be more convenient, since now I guess I have to
modify multiple send scenarios depending on the send mode employed by
the list. That was partly what I didn't understand, that I had to
modify the specific scenario being used by that list.
