The mailing list for listmasters using Sympa

Running Sympa 5.2.3

I have a few lists that are static - but the owner do NOT want the 
server to automatically remove the bouncing addresses.  I'm trying to 
understand how to set the Bounce management to make this happen.  I 
currently have:

1st Level:

Threshold 0 points
Action:  notify bouncers
Notification: owners

2nd Level:
threshold:  75 points
action:  notify bouncers
notification: owners

to me this looks like no one will be removed, but they were.  This is 
causing a problem for my owner.  What needs to be done so Sympa will not 
remove subscribers from lists.
