mpm_event in Apache2 < 2.4.45 is basically broken and has multiple 
problems, resulting in hanging SSL connections and hangs on reload, as 
you experience.

Try using mpm_worker or switching to 2.4.52 from buster-backports to see 
if this solves your problems.
