We've overridden some of the mail_tt2 templates on a per-list basis by having
a mail_tt2 subdirectory in the list dir, and it works. You might like to
check the file and directory permissions in case they are wrong.

We're using 6.1.11 though so it is possible this was not available/working in
6.0 ?
