I can think of, offhand, 4 ways to do this.

My recommended way would be via an external datasource file. If your
customer generates the list of subscribers into a text file, then you can
define this text file as an external datasource to the list membership
(either as a local file, or as a file retrieved via HTTP).

We've done this for several of our lists where the list owner can
(automatically) provide a text file containing a list of members. Sympa
automatically reads this and updates the list membership as required.

This has the benefit that you don't need to worry about additions and
removals, duplications or so on. Sympa takes care of it all for you. You
just need to update the text file on disk.

Other ways could be:
1. using 'sympa.pl --import' and 'sympa.pl --dump' to update membership on
the command line;
2. Using the HTTP API to manage membership
3. Updating the membership directly in the database using a database client
