Try this:
cd /etc/yum.repos.d
wget http://sympa-ja.org/download/rhel/6/sympa-ja.org.rhel6.repo

cd /var/tmp
wget http://dl.fedoraproject.org/pub/epel/6/x86_64/epel-release-6-8.noarch.rpm
rpm -i epel-release-6-8.noarch.rpm

yum install sympa-httpd

Review /usr/share/doc/sympa-6.1.17/README.RPM-install
