I thought that was what I was doing by specifying the css_url? It seems
to me that Sympa has generated the custom file for me then ignores it.
I tried setting css_url to point to it directly, ie
css_url http://massey.ac.nz/sympa/css/style.css
But quickly found that /style.css is added automatically to css_url.
If this path isn't the path to my custom file, any idea what it would
be? Do I have to configure the css_path folder as a website and point
css_url to that? I thought the whole point of the css_path folder was so
you didn't have to.

You need to change the css_url to point to your custom file. As it is,
it's still loading the Sympa default (ie. dynamically generating it from
the css.tt2 template), as you've perceived.
