Did you check access rights on wwsympa.fcgi ?

Yes. I think I have checked everything possible. I have gone through the Sympa list archives, I have gone over the installation instructions over and over, I have looked at every FAQ question and answer on the site. I spent many, many hours trying to figure out the problem. I think that it is very strange that I was able to do certain things (create a list, send a message to the list) after the initial installation but was then unable to do these things after upgrades to Perl and Perl modules, followed by a Sympa re-install. I do not understand why these apparent permissions problems would appear. Everything seems to be configured correctly.

In any event, I'll see what happens after an OS upgrade and a completely clean uninstall / reinstall of Sympa.
