Okay, I see the attached if I ramp up the debugging on a test system using:

$ fgrep log_level /etc/sympa/sympa.conf
log_level       3

I suggest that you do the same, and see what it has to say about:

/etc/sympa/search_filters/allowlist.txt
/var/lib/sympa/list_data/<listname>/search_filters/allowlist.txt

This feels like some kind of problem with the send scenerio.

I would probably resort to adding additional logging statements to Sympa 
running on a test system.
