Have you either installed include.send.header into /etc/sympa/scenari, 
or included:

search(modlist.txt)   smtp,smime -> editorkey,quiet
search(whitelist.txt) smtp,smime -> do_it

in specific send scenari that you want to use the whitelist?

On one of my systems which is using this plugin, I have:
