Have you either installed include.send.header into /etc/sympa/scenari, or included:

search(modlist.txt) smtp,smime -> editorkey,quiet
search(whitelist.txt) smtp,smime -> do_it

in specific send scenari that you want to use the whitelist?

I suspect a problem with file permissions.
The INSTALL file notes, “Make sure file ownerships are correct,”
without further details…

I tried root:root and sympa:sympa for both the modlist.pm and
whitelist.pm files,
which I placed in the /etc/sympa/custom_actions directory as instructed.

On one of my systems which is using this plugin, I have:

/etc/sympa/custom_actions/:
total 8
-rw-r--r-- 1 sympa sympa 2755 Dec 18 2023 allowlist.pm
-rw-r--r-- 1 sympa sympa 2443 Dec 18 2023 modlist.pm

/etc/sympa/search_filters/:
