footer = append, but that only works for text/plain messages. No footer 
is attached at all for text/html messages.

In contrast Mailman adjusts its behaviour automatically depending on 
whether the source message is text/plain (append) or text/html (mime), 
rather than providing a setting for list owners.

That used to work rather nicely.  Of course most of the world sends HTML 
email these days, and you can't mess with text/html safely.
