just an idea, without looking into details: it may be due to selinux restrictions, if you use selinux (… works well with sympa, after a few minor adaptations)

you could find out:

(if you use selinux:)

if you have installed setroubleshoot* (sudo yum install setroubleshoot*), you can use:

sudo sealert -a /var/log/audit/audit.log

to find out, if selinux is interfering. The command also outputs info how to solve the problems, if there is any.

I put a directory and file specification:

But it never seems to get loaded into the list.  Currently the file's permissions is:

So it sees the data, but never loads it into the list.

I removed all the original subscribers in this list, and now am trying to get new members subscribed.

What should I look for to troubleshoot this?
