The mailing list for listmasters using Sympa

we have Sympa 6.2.13 on a Centos 7.4 system and I have several lists that load subscribers by a file that is downloaded to the server.  In the field 

File inclusion (include_file) 

I put a directory and file specification:

/home/opuslists/PAR_EMAIL.TXT

But it never seems to get loaded into the list.  Currently the file's permissions is:

-rw-r--r--. 1 opuslists root       341658 Sep 24 03:20 PAR_EMAIL.TXT

I've tried with an owner of opuslists:opuslists, but it still didn't load. 

The log shows:

So it sees the data, but never loads it into the list.

I removed all the original subscribers in this list, and now am trying to get new members subscribed.

What should I look for to troubleshoot this?
