We implemented this and I regret it almost daily.  The first problem we encountered was what Steve mentioned with ESPs checking links and auto unsubscribing so I wrote an interstitial custom action that prevented auto unsubscribes by link checking.  Secondly, delivery performance took a nose dive as a result of not being able to bundle recipients of the same domain.  My problems went from "where is my unsubscribe link" to "why do I have to click so many times" and "why is my email delayed".

As you know, you can make the merge_feature default to on.  However, footers are defined per-list.  You could, though, add the appropriate footer to the templates so that it is added by default (I'm not sure if template include footers under Sympa 6.2 though?)

One problem is that you may not want to have merge_feature enabled on all lists.  The merge_feature breaks S/MIME signatures and therefore S/MIME authorisation scenari; it can also cause problems if you are mailing content that is mistakenly merged and can even result in information leakage if you have a merge-enabled list that can be generally posted to.
