After further investigation, it seems this is not possible after all.

Custom scenario outcomes are cached by Sympa for one hour, so a custom
scenario that mutates in this way is impossible :(.

It would be good if the CustomCondition scenario object allowed a 'no
caching' option, but that would require modifying the Scenario.pm modules.
