The mailing list for listmasters using Sympa

So, your user has several options in Sympa;

1- Static list inclusion
If the groups of people are reasonably stable, she can create a mailing 
list for each of these groups. Then she will include these lists in an 
overall list, that will perform the actual sending.
She can create several super-lists this way, managing several super 
groups, each one being the reunion of a certain number of sublists.
She can also temporary remove one or several sublists from a superlist 
to send one message, then reincluding this (these) sublist(s)

2- automatic lists
I will not re-write the details of the automatic list feature. Let's 
just say the you can have lists created on the fly when they are needed. 
The list name must contain all the informations needed to create the 
groups, that will be extracted from one or several datasource(s). This 
(these) datasource(s) can be anything, including othe mailing lists.
