So, your user has several options in Sympa;

1- Static list inclusion
If the groups of people are reasonably stable, she can create a mailing list for each of these groups. Then she will include these lists in an overall list, that will perform the actual sending.
She can create several super-lists this way, managing several super groups, each one being the reunion of a certain number of sublists.
She can also temporary remove one or several sublists from a superlist to send one message, then reincluding this (these) sublist(s)

2- automatic lists
I will not re-write the details of the automatic list feature. Let's just say the you can have lists created on the fly when they are needed. The list name must contain all the informations needed to create the groups, that will be extracted from one or several datasource(s). This (these) datasource(s) can be anything, including othe mailing lists. Please refer to the automatic list feature documentation: https://www.sympa.org/manual/list-families#automatic_list_creation

One of our users wants to use a SYMPA (5.3.4) list for sending out different messages to different large groups of users. Populating the list with the Multiple Add facility is great, but when she wants to send a new message to a different group of users she needs to be able to first delete all the addresses on the list. How can she do this other than by deleting them a page at a time? Even with 500 per page this would be inconvenient if the list had many thousands of addresses.

She was using a different list management system before which had a PUT command to completely replace the previous subscribers file. I could provide her with a way of doing it using a Perl script behind a special email address, but I would rather not if there is a proper way to do it.
