The problem related to the "dpkg-reconfigure locales" command seems related to
debian, not to Sympa;
So you should still run this command. You've got nothing to lose doing it.

----I don`t have that command. Sympa is working on FreeBSD 6.2

You should also check your logs or, failing it, check why you don't have logs.
