The problem related to the "dpkg-reconfigure locales" command seems 
related to debian, not to Sympa;
So you should still run this command. You've got nothing to lose doing it.

You should also check your logs or, failing it, check why you don't have 
logs. I you encounter difficulties, please read the FAQ: 
http://www.sympa.org/faq/logs
