I have been able to successfully start sympa now if I do it as the user
root or as the user sympa. We don't usually log in as either account and
try to keep them as service accounts. Generally, commands are run
through sudo for auditing purposes.

It appears that there is something being lost in translation when using
sudo. Even though all of the users involved have ORACLE_HOME defined in
their environments, I think it (or some other necessary variable) may be
dropped when using sudo.

It isn't an ORACLE_HOME issue since the check that it is failing is just looking for the existence of the DBD::Oracle Perl module. Since sudo by default removes a bunch of environment variables for security reasons, there could be some path that is getting dropped or changed. I am unsure, however, why that would cause a problem with Perl finding modules.

The only thing I have come across is that the Perl sudo uses may be different than what is usually used. I'm not sure what was meant by that statement. :-)
