I should have been more specific but yes I have created a sympa.conf in
vhosts were I have defined my site as per the SuSE Way.

You were correct I forgot to add the mod_fcgid to APACHE_MODULES. So I
added it and restarted apache and it was the same result.

Thru apaceh server-info i was able to verify that the module is loaded.
What settings do I need to set as far as Suexec or SUID.
