Right now, the Sympa SOAP interface is quite limited: it allows end users to see available lists, and perform basic subscribe/unsubscribe actions. We're using a slightly-extended version of the current API here at Reed right now -- basically just the current API with a more detailed ListType structure -- but I'm in the process of looking at our likely future requirements to add more list administration support.

Since the maintainers have already expressed a willingness to accept patches implementing new functionality in the SOAP API, my plan is to implement these features as we need them over the next few months, and push the changes up-stream once they've seen some testing in our environment. Most of your requirements are things we'd like to support, as well, so I'd be happy to keep you in the loop on our work.
