The mailing list for listmasters using Sympa

Two questions:

1) The reason I have no "sympa-distribute.pl" running is that because I 
have not "distribution_mode fork" enabled?

2) I've installed two modified templates in my ~sympa/etc/web_tt2/ 
directory, but when I restart sympa these templates are moved and 
deactivated. Is there a way to have my own templates enabled at all time?
