I could not see anything in the documentation about "include2".  So I
do not know that it is.

  
We've added documentation in the meanwhile (3.3.3 release is an old version) :

Regarding your problems :
If you doubt sympa receives incoming messages, then :
  1. stop sympa.pl
  2. check the incoming 'msg/' spool
If you ensured that incoming messages are created in the spool, next step is to check what sympa.pl does with them :
  1. run sympa.pl with debug (-d) option
  2. it should tell that it is processing a message/command...
