- Perl have mechanism to have CPAN modules installed in user directory
without root access.

- If user already have MySQL priviledge, he doesn't need root access.
- Administrator can setup apache so user can have user-level configuration
(.htaccess), it also possible to design the software so it doesn't need
special apache configuration.
- What changes to Syslog configuration? Software can just use it as it is,
or log to an user file.
- All major MTA allow user-defined alias / sub-addresses /
address-extension.
