Well-behaved software can be configured with certain prefix and installed
in directories under that prefix.
Sympa itself do not require  to be  administrator but  it use a lot of  CPAN modules that require to be installed in  /usr/lib/perl5/... . Of course installing thoses modules require root access. In addition Sympa require to create a Database (so you need MYSQL privilege) and some change in syslog, apache and sendmail configuration. The alias wrapper for automatic alias installation need "s" bit in order to create and delete sendmail aliases.

All thoses needs are not bugs.
 
Conclusion : you don't need root access to for sympa administration but I don't think you can install and configure Sympa without being admin.
