You can achieve the same result whatever the way you perform your
substitutions exactly.
BTW, you should have a look at more robust implementation of such kind
of compile-time switches, such as Smart::Comments
(http://search.cpan.org/~dconway/Smart-Comments-v1.0.3) or Carp::Assert
(http://search.cpan.org/~mschwern/Carp-Assert-0.20)
