There are files of translated strings that have the English string and the
corresponding string in the other language. In the distribution, the
German translations are:

po/sympa/de.po
po/web_help/de.po

They are compiled into Gnu message catalogs when you build the software, and
the
software looks up the translated strings at runtime.
