The language in the Web UI is preferred to the language set in the web
browser.  Only if there is no language supported by Sympa among the
languages set in the web browser, the language of the user preferences,
list setting and so on will be used.

It is likely that the browser of that user is set to prefer English over
French, or that French is never set.
