Hi folks,

Is there a way to force moderation on a user-by-user basis?  I have a 
couple of 'troublesome' users in an otherwise well-running list.  I'd 
like to leave them perma-moderated.  I have never seen anything in the 
configuration indicating this can be done through the UI.

... but even if the option is not available, I wonder if it's something 
that can be done with a custom scenario or something of that ilk.  Doable?
