Hi;

I might be a bit picky, but I think you should probably kill off that fcgi process as well when it is shut down, in case it is holding a file descriptor on something.

I do recall having a similar issue to this in the past, a few years ago, and I think the root cause was having two Sympa processes running at one time, locking each other out and failing to process.  However I'm no longer completely familiar with the Sympa processes so it may be something else...
