Right, the process_archive setting wasn't introduced until 6.2, as noted 
here:
  https://www.sympa.org/manual/parameters-archives#archive_related

Instead all you can do in 6.1 is set "Who can view" for both the 
web_archive and archive permissions on that Archives settings page to 
"closed", to make them inaccessible.
