From experience, not all lists are stored in the database. At least, not
in the list_table table. I don't know why this is, but I had also
previously assumed that all lists would be there. Many of our mailing
lists do not appear in that table, but they appear to function correctly.

Have you looked within the filesystem to see if they are there? There
will be a directory for each list, within /var/lib/sympa/list_data or
similar location.

Perhaps someone else can explain why this apparent inconsistency exists?
