Sympa already has a notification for when subscriber addresses are bouncing,
and when they are removed from the list.

Under List config/Bounces you will see the 1st and 2nd level bounce
management rules. Set a threshold, and an action as well as a notification
-- so, you can set the 1st level to have notify owner, with no action, when
the threshold hits 1...

The bounce score is mentioned here: http://www.sympa.org/manual/bounces
A threshold of 1 or even lower would be needed to notify on the first bounce
to an address.

Note that you would need to set the minimum_bouncing_count to be 1 (default
is 10) to be able to notifiy on the first bounce
