Yes, submitting the patches to the bug tracker is th way to go.
We'll have a look at your patches as soon as possible and give you some feedback by mail.

I am doing some overhauling of bugs and features for the riseup.net
collective and have been submitting the work I have been completing on
the sourceup for integration into upstream releases.  I have been
submitting these bug fixes and features to the tracker

but I am not sure if there is more I should be doing.  The documentation
here (https://www.sympa.org/dev/contributors/index) seems to be out of
date as the sympa-dev mailing list does not exist and the
sympa-developpers mailing list in lists.renater.fr is private.  What is
the current policy for submitting code changes upstream?
