Department-list.

Are such hierarchical lists possible with Sympa 6.2 ? I'd be happy.

Not yet. This is a first time feature request for us. You can add them
to the feature requests here:

That would be pretty useful.

I support a number of community type lists that are (manually) organized as:

Community-as-a-Whole -- discussion list
Community-Announcements -- moderated/"official announcements"

Readers subscribe to one or the other, not both (filtered stream vs.
everything)

Posters send to only one - official announcements are moderated, approved
ones go to both lists.

Reply-To policies vary, but a typical ssetup is always reply to discussion
list.
