I have a fairly good idea that I might be able to implement the two-step 
one-time ticket behaviour using normal 6.1.14+ Sympa combined with a Custom 
Action page and some TT2 modifications.

I'll try it out today, and post some information if it works.  If I can make 
it behave then this would be a better immediate solution for people who 
absolutely have to have that functionality now.
