As listowner, you can set the default subscription mode for users; so 
changing this to 'digest' just before adding the user (and then changing it 
back) would achieve this, though messily.  

You can also do the changes via the API.

I don't think there is any way for list owner/master to change a subscribers 
delivery method via email, only via API or web.

Is it possible to add a new subscriber directly into (non-default)
digest format, or to add a user and set their format, by mail as
listmaster, owner, or moderator, as opposed to depending on them to do
it for themselves?
