The mailing list for listmasters using Sympa

I already did that.  The message files were renamed to have a 
".distribute" suffix and archive directories were created, all in the 
moderation directory.  But the messages were never sent.

After moderation a message was sent to address@concealed containing 
QUIET DISTRIBUTE commands.  However, I had redirected the "sympa" alias 
to root.  Where should "sympa" go?
