Having a more generalized permissions scheme for what listmasters can
and cannot do seems like a good idea. If I were planning to add such
a thing I would want it to be an acl that can be defined very tightly
for each listmaster.

On the other hand, removing only this one privilege from the listmaster
seems silly. A quick fix to satisfy us both might be a sympa.conf
setting to enable this feature, and have it default to off.

If I'm the only one who cares, though, it's probably not worth anyone's
effort; it will be less work for everyone for me to just maintain the
patch locally.
