It's not rare here at all.

Why?

Beyond Serge's concern of the possibility of an inadvertent click sending
a message to 800,000 people, I don't see the point. The listmaster has
full access to everything else, including, as you describe, the ability to
"su" to the moderator.

Regarding the 800,000 recipients problem, it's still a problem for the
moderators themselves, who are MORE likely to be looking at the moderation
queue.

If I were in that situation, I would want a double-confirmation of some
sort regardless - "are you sure, this message will go to 800,000 people!."
