Hi,

subscribed_subscriber is set to 1 if the user has manually subscribed to 
the list. Is all your users subscribed manually - without inclusion from 
data sources - it should be set to 1 for all of them.
This should have been correctly set. I don't know why.

So, yes, you can safely set all the values to 1. Considering that the 
"source" column is empty for subscribers who have the 
subscribed_subscriber field set to 0, this operation should be enough to 
solve your problem.
