Message moderation via the web interface seems to be broken.  We're not able to distribute individual messages through the web interface.  We are able to distribute messages via the modindex page - but when I go to modindex and click on a message topic to go to viewmod to review the contents of a message in the moderation queue for a moderated list, then click the 'Distribute' or 'Reject' buttons at the top of the page - nothing happens.  The message is not distributed.  I am redirected to 'Home' instead of being redirected to 'Admin' with the message

distribute: action will complete soon 

No message and no document to moderate for list xxxxxx

at the top of the page.

Log messages related for the attempt to distribute the message look different than expected:

these log messages are not followed with a log message that indicates that the user has distributed the message view the web interface such as

We have made some changes to the templates in web_tt2 and to the default scenarii, I have tried backing out these changes but we are still not able to moderate individual messages through the web interface.  Any suggestions on things that may be causing this behavior?
