Sounds good -- but that's not the feature.
There is another way to implement exactly what you need using a plug
custom authorization condition in a scenario. Custom conditions are
conditions you develop your self using perl. It's easy to to increment a
counter for each submission in a list and to compare this counter with
your limits in order to answer 'do_it', 'rejet' or 'editorkey'.
