supposed to work? Are the conflicting message headers confusing Exchange? Is there any way to
suppress the original routing message headers and just send back selected headers and the body?
First you should verify your supposition. The easiest way for it is to edit and change one of the archived message in order to modify the headers you suspect to be responsible for the problem. Of course you have to edit the message/rfc8222 file located in the "arctxt" directory, not the html file. This way you can be sure of which header is responsible for this problem but this does not solve the problem...
