How can you tell it? Did you try to log as one of those listmasters and 
you didn't get the listmaster rights ?

Maybe you have rights problems on your virtual host directory. Or a 
misconfiguration for one the robots that prevents Sympa from using it; 
What do the log say ?

I don't understand this sentence. What kind of list do you try to create?
