I might be mistaken, but I suppose you request the "REVIEW listname" as
listowner or even listmaster. However, you can't hide members for
listowner or listmaster, you can only hide them for other members.

So I suppose everything should work as expected if you use some ordinary
member-email-address when issuing the review-request.
